WASHINGTON — A nova estratégia de segurança divulgada nesta quinta-feira pela administração Obama aponta a Al-Qaeda como principal inimigo, mas abandona a expressão "guerra ao terror", insistindo em que o uso da força por si só não pode garantir a segurança dos Estados Unidos.
A Casa Branca deverá publicar nesta quinta-feira sua "Estratégia de Segurança Nacional", um documento sobre como os Estados Unidos avaliam e enfrentam as ameaças contra o país. O texto - ao qual a AFP teve acesso - foi, nos últimos 16 meses, alvo de intensas consultas na administração Obama.
"Sempre tentaremos deslegitimar o uso do terrorismo e isolar aqueles que o praticam", afirma o documento de 52 páginas que abandona oficialmente a retórica elaborada pela administração George W. Bush depois do 11 de setembro, particularmente a noção de "guerra contra o terror".
"Não é uma guerra mundial contra uma tática - o terrorismo - ou uma religião - o islamismo", afirma o texto. "Nós estamos em guerra contra uma rede específica, a Al-Qaeda, e os terroristas que apoiam seus esforços de atacar os Estados Unidos e nossos aliados."
O texto destaca a ameaças que representam os indivíduos radicais que não têm o perfil tradicional dos terroristas, como o jovem nigeriano que tentou explodir um avião em território americano no Natal, ou o pai de família americano de origem paquistanesa suspeito de ter planejado um atentado com carro-bomba em Nova York no último 1º de maio.
Nossa melhor defesa contra essa ameaça reside em famílias, comunidades locais e instituições bem equipadas e informadas", informou o documento, completando que "o governo vai investir em espionagem".
Outros eixos da nova doutrina são a luta contra as crises econômicas e o aquecimento global, cujas consequências colocam em perigo a segurança dos Estados Unidos.
O documento tende a redefinir o que será a política externa americana depois de duas sangrentas guerras no Iraque e no Afeganistão e uma crise econômica mundial, enquanto planeja avaliar precisamente os interesses americanos no exterior, assim como o uso da força, designando diversas ameaças, desde a ciberguerra até as epidemias, passando pelas desigualdades.
Para alcançar esses objetivos, a nova estratégia propõe apoiar-se na força militar, mas também na diplomacia, nos contatos econômicos, na ajuda ao desenvolvimento e na educação, ao mesmo tempo que defende um enfoque "sem ilusão" nas relações com os inimigos dos Estados Unidos, como Irã e Coreia do Norte.
O documento mantém a possibilidade para Washington de empreender ações militares unilaterais, mas sob condições mais estritas que durante a era Bush.

Today, President Obama signed the Daniel Pearl Freedom of the Press Act into law, a bill that reinforces the nation's commitment to ensure freedom of the press, including bloggers, around the world. The President described the act as upholding our "core values" and sending a strong signal to the world about journalistic rights.
The President was joined by members of the murdered journalist Daniel Pearl's family, including his son Adam and his widow, Mariane. He thanked the Pearl family for their courage in ensuring that Pearl's legacy of holding governments accountable lives on. The bill directs the State Department to record how press freedom operates in conjunction with our human rights assessment, and hold countries that facilitate press repression to world opinion. He explained that the bill sends a strong message from the U.S. government and State Department to other countries that America is paying attention to how press is operating around the world.
All around the world there are enormously courageous journalists and bloggers who, at great risk to themselves, are trying to shine a light on the critical issues that the people of their country face; who are the frontlines against tyranny and oppression. And obviously the loss of Daniel Pearl was one of those moments that captured the world's imagination because it reminded us of how valuable a free press is, and it reminded us that there are those who would go to any length in order to silence journalists around the world.
What this act does is it sends a strong message from the United States government and from the State Department that we are paying attention to how other governments are operating when it comes to the press. It has the State Department each year chronicling how press freedom is operating as one component of our human rights assessment, but it also looks at countries that are -- governments that are specifically condoning or facilitating this kind of press repression, singles them out and subjects them to the gaze of world opinion in ways that I think are extraordinarily important.

A empresa de petróleo BP anunciou neste domingo (16) que um tubo de cerca de 1,6 km está tendo sucesso em sugar boa parte do petróleo que está vazando de um poço no fundo do mar.
Segundo um porta-voz da empresa, o tubo foi ligado a um navio petroleiro na superfície e as equipes da empresa têm controle parcial do vazamento pela primeira vez.
O tubo foi colocado no poço no fundo do mar por robôs controlados por engenheiros. A BP tenta há três semanas conter o vazamento no poço, que começou depois que uma plataforma da empresa explodiu, em 20 de abril, matando 11 funcionários da empresa.
Desde o início do vazamento, as ações da BP despencaram e a empresa perdeu cerca de US$ 30 bilhões em valor de mercado.
