    Speaking in the State Dining Room, the President, joined by Vice President Biden, congratulated the Senate on its historic vote to pass historic health insurance reform.

    The full transcript of the President's remarks is below:

    Good morning, everybody. In a historic vote that took place this morning members of the Senate joined their colleagues in the House of Representatives to pass a landmark health insurance reform package -- legislation that brings us toward the end of a nearly century-long struggle to reform America's health care system.

    Ever since Teddy Roosevelt first called for reform in 1912, seven Presidents -- Democrats and Republicans alike -- have taken up the cause of reform. Time and time again, such efforts have been blocked by special interest lobbyists who've perpetuated a status quo that works better for the insurance industry than it does for the American people. But with passage of reform bills in both the House and the Senate, we are now finally poised to deliver on the promise of real, meaningful health insurance reform that will bring additional security and stability to the American people.

    The reform bill that passed the Senate this morning, like the House bill, includes the toughest measures ever taken to hold the insurance industry accountable. Insurance companies will no longer be able to deny you coverage on the basis of a preexisting condition. They will no longer be able to drop your coverage when you get sick. No longer will you have to pay unlimited amounts out of your own pocket for the treatments you need. And you'll be able to appeal unfair decisions by insurance companies to an independent party.

    If this legislation becomes law, workers won't have to worry about losing coverage if they lose or change jobs. Families will save on their premiums. Businesses that would see their costs rise if we do not act will save money now, and they will save money in the future. This bill will strengthen Medicare, and extend the life of the program. It will make coverage affordable for over 30 million Americans who do not have it -- 30 million Americans. And because it is paid for and curbs the waste and inefficiency in our health care system, this bill will help reduce our deficit by as much as $1.3 trillion in the coming decades, making it the largest deficit reduction plan in over a decade.

    As I've said before, these are not small reforms; these are big reforms. If passed, this will be the most important piece of social policy since the Social Security Act in the 1930s, and the most important reform of our health care system since Medicare passed in the 1960s. And what makes it so important is not just its cost savings or its deficit reductions. It's the impact reform will have on Americans who no longer have to go without a checkup or prescriptions that they need because they can't afford them; on families who no longer have to worry that a single illness will send them into financial ruin; and on businesses that will no longer face exorbitant insurance rates that hamper their competitiveness. It's the difference reform will make in the lives of the American people.

    I want to commend Senator Harry Reid, extraordinary work that he did; Speaker Pelosi for her extraordinary leadership and dedication. Having passed reform bills in both the House and the Senate, we now have to take up the last and most important step and reach an agreement on a final reform bill that I can sign into law. And I look forward to working with members of Congress in both chambers over the coming weeks to do exactly that.

    With today's vote, we are now incredibly close to making health insurance reform a reality in this country. Our challenge, then, is to finish the job. We can't doom another generation of Americans to soaring costs and eroding coverage and exploding deficits. Instead we need to do what we were sent here to do and improve the lives of the people we serve. For the sake of our citizens, our economy, and our future, let's make 2010 the year we finally reform health care in the United States of America.

    "Michelle and I wish to express our deepest condolences on the passing of Mrs. Ann Nixon Cooper. From her beginnings in Shelbyville and Nashville, Tennessee to her many years as a pillar of the Atlanta community, Ann lived a life of service. Whether it was helping to found the Girls Club for African American Youth, serving on the board of directors for the Gate City Nursery, working as a tutor at Ebenezer Baptist Church or registering voters, Ann had a broad and lasting impact on her community. I also understand that as a wife, mother and grandmother, Ann was a source of strength for her entire family, and that she always put them first.

    Over the course of her extraordinary 107 years, Ann saw both the brightest lights of our nation's history and some of its darkest hours as well. It is especially meaningful for me that she lived to cast a vote on Election Day 2008, and it was a deep honor for me to mark her life in the speech I delivered that night. It was a life that captured the spirit of community and change and progress that is at the heart of the American experience; a life that inspired – and will continue to inspire – me in the years to come. During this time of sadness, Michelle and I offer our deepest condolences to all who loved Ann Nixon Cooper. But even as we mourn her loss, we will also be rejoicing in all that she meant for her family, her community, and so many Americans."

    A Favorite Holiday Tradition

    Each year, the White House Pastry Team comes together with other members of the White House staff to work on a favorite holiday tradition: The White House Gingerbread House. Because this project requires so much space, the gingerbread house is usually assembled in the China Room of the Residence instead of the pastry shop. Everyone from White House carpenters to plumbers to electricians lend their expertise to help make this project a success.

    Weeks were spent planning out the details, studying James Hoban's original architectural designs and blueprints, gathering ingredients and creating a time line.

    And then the real work begins. More than 150 pounds of gingerbread dough is made and this year the recipe called for White House Honey! After baking the gingerbread, it is cut into pieces that become the house's foundation. The gingerbread is so thick that a band-saw is used to create the bricks for the gingerbread replica. More than 250 lbs of white chocolate is then used for everything from the adhesive to the decorative elements. The white chocolate provides the flexibility needed to create details like the rosettes and the banisters, the windows and the wreaths.

    This year we have two special features.

    The first is a shadow box view of the State Dining Room – the room that the completed gingerbread house sits in throughout the holiday season for visitors to view. This shadow box even includes the famous painting of President Lincoln by George PA Healy that hangs over the fireplace. This room is where you'll find the only inedible parts of the gingerbread house – the light fixtures!

    We also include the new White House Kitchen Garden and our favorite four-pawed friend, Bo. Both are made out of marzipan. In the garden, you'll find baskets of carrots, eggplants and cabbage as well as other seasonal vegetables.

    We have such a great time planning, baking and decorating, but each year the best part is always seeing the reactions of visitors from across the country when they first see our gingerbread house on their tour of the actual White House.

    We hope that you'll enjoy this video of our gingerbread house as much as we enjoyed making it.

    Obama,The President and First Lady Get Vaccinated

    The President Gets His H1N1 Flu Shot

    In an interview today with American Urban Radio Networks in the Oval Office, the President made clear that the time for adults to get their H1N1 shots is now and that it is safe. From ABC News' write-up of the interview:

    "People need to understand that this vaccine is safe," Obama said. "Michelle and I just got the shots ourselves... we wanted to make sure nationwide that children were getting it before adults did. And now there's enough vaccine so that adults should get it as well."

    The President spoke about how his daughters received the vaccine in October, when it was first being made available to school-age children. He said that it's important for parents to vaccinate their children.

    "That's the most important population because this flu, unlike seasonal flu, disproportionately affects children and young people -- healthy children and young people as well as people with underlying conditions like asthma or neurological diseases. So it is so important and, frankly, the African American vaccination rate has been lower, substantially lower so far than the general population," he said. "I think people just need to understand: If I had the two people that are most important in my life, my two daughters, get it right away -- and they've been just fine with it and in fact haven't gotten sick this entire flu season -- then you need to know that you need to make sure your children get it as well."

    WASHINGTON (AFP) - O presidente Barack Obama afirmou nesta segunda-feira que a votação no Senado a favor do fim dos debates sobre a reforma da saúde no país foi uma grande vitória para os americanos.

    "Os Estados Unidos desmontaram uma intervenção que buscava bloquear a votação final para a reforma do sistema de saúde e marcou uma grande vitória para o povo americano", afirmou Obama, poucas horas depois da votação.

    "O Senado nos aproximou de uma reforma que representa uma diferença tremenda para famílias, idosos, empresas e o país em seu conjunto", acrescentou.

    O Senado dos Estados Unidos aprovou na madrugada desta segunda-feira, em primeira votação, o fim dos debates sobre a reforma do sistema de saúde do presidente Obama, abrindo assim o caminho para a adoção do texto até o Natal.

    Os senadores aprovaram por 60 votos a 40 o fim dos debates sobre o texto que contém o compromisso negociado nas últimas semana pela maioria democrata.

    A primeira votação, concluída às 1H20 locais (4H20 de Brasília), mostra que o líder da maioria democrata no Senado, Harry Reid, dispõe - sem o apoio dos republicanos - dos 60 votos, de um total de 100, necessários para a aprovação do projeto de lei.

    O Senado conta com 58 democratas, dois independentes e 40 republicanos.

    Outras duas votações de procedimento para encerrar definitivamente os debates sobre a reforma estão previstos para terça-feira e quarta-feira.

    A votação final pode acontecer então na quinta-feira à noite, véspera do Natal.

    O texto do Senado pretende levar atendimento médico a 31 dos 36 milhões de americanos que não têm acesso ao mesmo, além de reduzir os custos da saúde e melhorar a qualidade do serviço. Assim, 94% dos americanos com menos de 65 anos ficarão protegidos.

    Segundo o Escritório de Orçamento do Congresso (CBO), o projeto de lei reduziria o déficit americano em 132 bilhões de dólares em 10 anos, principalmente com a economia nos dispositivos como o seguro contra doenças para os idosos (Medicare).

    Snow as "sexy" insulation for the hoop houses in the Kitchen Garden...
    A history-making storm is in Washington, DC, and still dumping snow across the tri-state area. During a press briefing this morning, to discuss climate change and health care reform, President Obama apologized for getting everyone out in the snow, but added that he likes the snow itself.

    "You know that I am from Chicago," President Obama said. "So let me first say that with the place where I live covered with snow I'm finally starting to feel like home."

    America's Innovators Call for Health Care Reform to Unlock Jobs of the Future

    To emerge from the most severe economic downturn since the Great Depression, we are depending on entrepreneurs and start-ups -- young and small businesses -- to do what they have historically done for the United States: fuel economic growth by creating a disproportionate share of the new jobs we need. As President Obama's Chief Technology Officer, I devote much of my energy to creating a fertile environment for high-technology start-ups in areas like information technology, clean energy, biotech, transportation, manufacturing, and robotics.

    To get a better understanding of their needs and concerns, I've met with entrepreneurs, CEOs, and venture capitalists from Silicon Valley to Chicago to Virginia. And I've gotten one message repeatedly: The high cost of health insurance is inhibiting our growth. We can't afford to provide the same health benefits as larger companies -- or, in the case of many new start-ups, any health benefits at all. Due to the burden of health insurance, we can't hire the people we need to grow. There's even a term for this: "Job lock."

    In other words, America's innovators -- those who are creating the jobs of the future -- are being held back by our health insurance system. They find it hard to launch, hard to hire top talent, hard to expand, and hard to compete internationally. The reasons are clear: Premiums have more than doubled in the last decade. Small businesses pay 18% more for coverage than their larger counterparts, and their premium rates can rise precipitously depending on the health of the workforce. Rather than spend their money to create a new product, hire new workers, or pay higher wages, start-ups and small businesses have to finance increasingly expensive health benefits.

    This dynamic -- the negative effect of our health insurance system on innovation -- was captured earlier this week in a New York Times piece, "If Health Care Reform Fails, America's Innovation Gap Will Grow." And America's entrepreneurs agree.

    Here, for example, are observations from Eric Schmidt, CEO of Google, who wrote Senate Leader Harry Reid (PDF) with his personal endorsement of reform just today:

    "I write as part of an industry that prides itself on attracting the best, innovative talent. All os us in Silicon Valley are noticing two disturbing trends: people are staying in their jobs because they can't take their health insurance with them. Others are choosing jobs with established companies that provide health care rather than taking risks to start or join new companies.

    "It is precisely those start-up companies that generate most of the new jobs and are the laboratories for new technologies that will keep out country competitive globally."

    From the energy sector, Conrad Burke, President and CEO of Innovalight, a pioneering solar energy innovator, reports that:

    "As a leading US solar energy company here in Silicon Valley, we're facing health costs that have doubled in the past decade. As a startup company, we're spending an unreasonable and disproportionate amount on healthcare costs that might otherwise be used to accelerate development of our products or hire new employees."

    And for one more perspective, Amit Chatterjee, CEO of Hara Software talks about the challenges unique to growing, but small businesses:

    "Hara is a green company that helps organizations grow and profit while optimizing natural resource consumption and minimizing environmental impact. We continually look at providing our employees the best possible benefits to enable them to focus on growing the company. As a small but fast growing company, insurance costs are higher than the cost savings offered to larger organizations. The high cost of benefits limit our ability to provide fully comprehensive benefit options. Having limited benefits to offer to our employees limits our ability to recruit and retain employees due to the higher cost of benefits in comparison to large organizations. The constant struggle between funding more competitive benefits for our employees and focusing on growing the business to remain innovative and competitive overall in the market, overall comes at a high cost due to benefit cost being so high."

    My late husband, Ted Kennedy, was passionate about health-care reform. It was the cause of his life. He believed that health care for all our citizens was a fundamental right, not a privilege, and that this year the stars -- and competing interests -- were finally aligned to allow our nation to move forward with fundamental reform. He believed that health-care reform was essential to the financial stability of our nation's working families and of our economy as a whole.


    Still, Ted knew that accomplishing reform would be difficult. If it were easy, he told me, it would have been done a long time ago. He predicted that as the Senate got closer to a vote, compromises would be necessary, coalitions would falter and many ardent supporters of reform would want to walk away. He hoped that they wouldn't do so. He knew from experience, he told me, that this kind of opportunity to enact health-care reform wouldn't arise again for a generation.

    In the early 1970s, Ted worked with the Nixon administration to find consensus on health-care reform. Those efforts broke down in part because the compromise wasn't ideologically pure enough for some constituency groups. More than 20 years passed before there was another real opportunity for reform, years during which human suffering only increased. Even with the committed leadership of then-President Bill Clinton and his wife, reform was thwarted in the 1990s. As Ted wrote in his memoir, he was deeply disappointed that the Clinton health-care bill did not come to a vote in the full Senate. He believed that senators should have gone on the record, up or down.

    Ted often said that we can't let the perfect be the enemy of the good. He also said that it was better to get half a loaf than no loaf at all, especially with so many lives at stake. That's why, even as he never stopped fighting for comprehensive health-care reform, he also championed incremental but effective reforms such as a Patients' Bill of Rights, the Children's Health Insurance Program and COBRA continuation of health coverage.

    The bill before the Senate, while imperfect, would achieve many of the goals Ted fought for during the 40 years he championed access to quality, affordable health care for all Americans. If this bill passes:

    -- Insurance protections like the ones Ted fought for his entire life would become law.

    -- Thirty million Americans who do not have coverage would finally be able to afford it. Ninety-four percent of Americans would be insured. Americans would finally be able to live without fear that a single illness could send them into financial ruin.


    -- Insurance companies would no longer be able to deny people the coverage they need because of a preexisting illness or condition. They would not be able to drop coverage when people get sick. And there would be a limit on how much they can force Americans to pay out of their own pockets when they do get sick.

    -- Small-business owners would no longer have to fear being forced to lay off workers or shut their doors because of exorbitant insurance rates. Medicare would be strengthened for the millions of seniors who count on it.

    -- And by eliminating waste and inefficiency in our health-care system, this bill would bring down the deficit over time.

    Health care would finally be a right, and not a privilege, for the citizens of this country. While my husband believed in a robust public option as an effective way to lower costs and increase competition, he also believed in not losing sight of the forest for the trees. As long as he wasn't compromising his principles or values, he looked for a way forward.

    As President Obama noted to Congress this fall, for Ted, health-care reform was not a matter of ideology or politics. It was not about left or right, Democrat or Republican. It was a passion born from the experience of his own life, the experience of our family and the experiences of the millions of Americans across this country who considered him their senator, too.

    The bill before Congress will finally deliver on the urgent needs of all Americans. It would make their lives better and do so much good for this country. That, in the end, must be the test of reform. That was always the test for Ted Kennedy. He's not here to urge us not to let this chance slip through our fingers. So I humbly ask his colleagues to finish the work of his life, the work of generations, to allow the vote to go forward and to pass health-care reform now. As Ted always said, when it's finally done, the people will wonder what took so long.

    WASHINGTON — O presidente dos Estados Unidos, Barack Obama, elogiou neste sábado os últimos progressos realizados pelos democratas no Senado para conseguir a aprovação de sua audaciosa reforma do sistema de saúde, em uma votação final marcada para a véspera do Natal.

    "Após meio século de batalhas, estamos quase conseguindo aplicar a reforma do sistema de saúde nos Estados Unidos", declarou Obama em breve discurso na Casa Branca.

    "Ainda há muito trabalho pela frente", mas os progressos realizados neste sábado no Congresso constituem "um grande passo adiante", afirmou.

    O último senador democrata indeciso, Ben Nelson, disse neste sábado que votará em favor da reforma, por ter conseguido a inclusão de uma disposição garantindo a proibição da utilização de fundos públicos para financiar abortos.

    De acordo com a programação definida pela Casa Branca, o projeto deve ser aprovado pelo Senado antes do fim deste ano.

    Na ausência de apoio republicano, os democratas precisam de 60 dos 100 votos do senado para conseguir a aprovação do texto, ou seja, de todos os 58 democratas mais os dois independentes que costumam votar com a bancada democrata.

    O projeto de lei do Senado tem como objetivo fornecer uma cobertura médica a 31 dos 36 milhões de americanos que não têm, abaixar os custos da saúde e melhorar a qualidade do atendimento.

    Depois de passar pelo Senado, a lei terá que ser adaptada à outra versão já aprovada pela Câmara dos Representantes, antes de ser promulgada por Obama.

    Obama: Copenhague é "importante avanço" na questão climática

    WASHINGTON (Reuters) - O presidente dos Estados Unidos, Barack Obama, disse no sábado que o acordo climático internacional alcançado em Copenhague foi um "importante avanço", mas destacou que este era apenas um passo adiante no controle das emissões de carbono mundiais.

    "Pela primeira vez na história, todas as maiores economias se reuniram para aceitar sua responsabilidade sobre a ameaça das mudanças climáticas," Obama disse num comunicado depois de retornar da capital dinamarquesa.

    As negociações climáticas da ONU acabaram com um resultado considerado o mínimo aceitável e que deixou muito a desejar em relação às metas originais da conferência. Longas negociações não conseguiram acabar com os desentendimentos entre os países ricos e nações em desenvolvimento.

    Obama, que chegou a um acordo no último momento com a China, a Índia, o Brasil e a África do Sul, conseguiu evitar voltar para casa de mãos vazias. Contudo, ele admitiu que as negociações foram difíceis.

    "Depois de negociações extremamente difíceis e complexas, esse importante avanço criou a base para uma ação internacional nos próximos anos," disse ele, falando da Casa Branca ao mesmo tempo que uma tempestade de neve cobria Washington.

    Astrônomos descobrem 'Super-Terra'

    Um grupo de astrônomos do Centro Harvard-Smithsonian de Astrofísica, nos Estados Unidos, descobriu um planeta com uma massa seis vezes maior que a da Terra e que pode ter 75% de sua superfície coberta de água, além de uma atmosfera gasosa. A descoberta do planeta, que é um dos que mais se parece com o nosso até então, foi publicada nesta quinta-feira pela revista especializada Nature.

    A "Super-Terra", como está sendo chamado o planeta batizado de GJ 1214b, está a 42 anos-luz de distância e em outro sistema solar. Sua relativa proximidade torna possível estudá-lo a ponto de determinar sua atmosfera, informaram os cientistas. "Isso faria desse planeta a primeira 'Super-Terra' com atmosfera confirmada - mesmo que esta atmosfera não seja boa para a vida como a conhecemos", explicou David Charbonneau, que coordenou a equipe de pesquisa.

    O GJ 1214b tem uma órbita de 38 horas em torno de uma estrela pequena e fraca, com cerca de um quinto do tamanho do Sol. A temperatura do novo planeta, no entanto, é muito alta para abrigar formas de vida como as terrestres, já que os cientistas calculam que ela gira entre 120 e 280 graus Celsius.

    A maior semelhança com a Terra está na densidade, apontam os cientistas. As descobertas até agora sugerem que o planeta recém descoberto é composto por cerca de três quartos de água e gelo e um quarto de rocha. "Apesar de sua temperatura alta, este parece ser um mundo de água", disse Zachory Berta, estudante que primeiro identificou indicações da presença do planeta.
